I don't seem to recall it happening that way. Did I miss the [sarcasm] tags? His time as a Borg made him a much more interesting character and I thought they used it well.
With a few exceptions, I don't care much for the episodes from the first few seasons of TNG. However, I enjoyed most of the rest of the series. I could have lived without any of the TNG films. Many of the two part cliff hangers or even the series finale were much better stories than those films.
That said, I think both DS9 and Voyager were better. For me, it is close between Voyager and TNG, but those first few seasosn of TNG, make me lean to Voayger.
Also for me TNG and TOS/TAS are close. I am including a number on a scale of 1-100 about how I rate the quality of the series in general in relation to other Sci Fi series. That might be an intersting list to debate some day when I had more time.

There are only a couple more series I would put ahead of DS9. Depending on how they end, maybe LOST and BSG. BTVS is slightly ahead of it, it is probably my favorite series. If I could ignore the last few seasons, X-Files would be up there, but it ends up somewhere in the low 80s.
